Water in Gas?

Hi All,

This is not a Mustang Question -- instead it's about my John Deere riding mower/tractor.

The other day I got on it and started it up and it ran fine. Then after a few minutes it wouldn't stay running. I looked at the fuel filter -- it's the kind with a paper filter inside a clear housing -- and saw that there were globs of whitish thick liquid in it. I drained some gas into a bottle and it's all kind of milky white. Does that indicate water in the fuel, or something else?
