Posted by: fordtech523 Check to see if you have full manifold vacume at the vacume modulator valve on the right rear of the transmission.Check all vacume lines and hoses.If transmission fluid runs out the vacume line replace the valve and all rubber hoses. Be carful not to lose the metal pin on the inside of the valve when you pull it out. The valve may be fality and not leak. Also check the kickdown linkage to verify it can move without binding,Lube all pivot points of linkage.If the kickdown is ok and it still does not shift after replacing the modulator then you might have a direct clutch seal that is hard and not sealing but you would also have a slipping condition when it shifts into 3rd gear but you did not mention anwthing about that so I would say you have a vacume problem with a bad hose or modulator valve.I hope this helps.
